這部分也不需要多做爭辯，規章拿出來看就很清楚了。大家到FIP的網站（www.f-i-p.ch），選擇規章（Regulations），再選專題集郵（Thematic Philately），就可以下載「SPECIAL REGULATIONS FOR THE EVALUATION OF THEMATIC EXHIBITS AT FIP EXHIBITIONS」和「GUIDELINES FOR THE EVALUATION OF THE EXHIBITS OF THEMATIC PHILATELY」這兩份文件。
在「GUIDELINES FOR THE EVALUATION OF THE EXHIBITS OF THEMATIC PHILATELY」的3.3 QUALIFICATION OF PHILATELIC MATERIAL就有明文規定：「When selecting qualified material for the exhibit, preference and greater importance has to be given to:……genuinely carried commercial mail with relevant cancellations, as opposed to mere souvenir documents and any similar items which were created to please collectors, e.g. decorated FDCs (even when issued by the postal service), and maximum cards」，白紙黑字很清楚，官方發行的那種漂亮首日封、紀念封，是不宜參加專題類展出的，只有自然封（commercial mail with relevant cancellations）才是唯一被承認的正確展品。
